Focus on Sound Science & Responsible Regulation

CRS has long represented a group of San Francisco Bay area municipal and industrial dischargers, state associations and other members of the regulated community committed to supporting regional and statewide policies and regulatory actions that are based on sound science.

The group has been substantially involved in the development and implementation of many significant Bay Area “Total Maximum Daily Load” (TMDL) actions, in countless NPDES permits issued by the San Francisco Regional Board, and in key appeals of those permit decisions heard by the State Board.

Recently, CRS has guided the group’s work related to mercury and selenium discharges to San Francisco Bay and from the Central Valley, as well as the Regional Board’s efforts to attain a 100% elimination of all trash to San Francisco waterways by 2022.

Mr. Johns also represents the group’s interests before the State Water Board and California Legislature.
